On the 8th of December, climate blockaders shut down I-395's exit from the tunnel onto New York Ave. The previous day, climate blockaders had been part of the larger ShutDown DC direct action that choked off much of the vehicle access to the US Capitol. I-395 over the 14th st Bridge is the route most Congressmen use to get to work, and blocking the tunnel exit often backs it up past the bridge, shutting off this access.

The activists blockading I-395 were demanding Congress declare a climate emergency, and backing it up by making it difficult to get to work while this demand is unmet.
